Failed back surgery

I just found out that I still have a blockage of the spinal canal after a surgery at the T7-T8. The surgery was done in the late 90s and was fused. I am in extreme pain but the surgeon will not operate because it is fused, There has to be something he can do. The pain goes down the left arm and across the chest. I also have a bad disc about 2 down from the that but 3 surgeons will not operate because it is not pinching on anything and they can not see why it would be causing pain. What makes a bad disc bad to make a surgeon operate? Does it have to rob a bank? Is it a bully? I am sorry for the sarcasm but I am desperate for help and all I get is the runaround. Please help me.
