lower body paralysed

My cousin 58 yrs old, diabetic (Sugar under control), on insulin had problem, about one year ago, while getting up from the bed in the morning, he could not move his legs and was unable to stand. He was rushed to a reputed Hospital where doctors advised a spinal surgery. After two days when they tried to operate him through throat we do not know what they came across or found they did not conducted the surgery and brought him to ICU since he was unconscious, due to anesthesia, my cousin revealed to his surprise that he had even lost the sensation in the lower body. After 6 month hospitalisation he was discharged. Till today there is no improvement at all he has grown weaker almost lost 60% weigh & is presently again hospitalised for bed soles problem. I am helpless & quite worried about him.

I shall be highly grateful if any advise from your side is passed on to me. I have great affection for him and can't afford to lose him. I will try my level best for his treatment. pleeeeease heeeeeelp!
