3rd surgery and removal of hardware

I had my first discectomy with fusion on c4-5 in 2005, my second on c5-7 in 2010 and my 3rd 2 weeks ago on c3-4 which was flattening out the spinal cord and causing lots of pain and headaches. the Dr took off the hardware from everything except the new section c3-4. I'm a bit concerned as the X-rays I had 2 weeks before the surgery showed the c6-7 fusion was incomplete and I only know that because of the radiology report I read after my surgery. I plan on asking my dr why he took off the hardware and didn't put it back on that section but wondered if anyone else has had this happen. Can it still fuse 5 yrs later?
