right scapula pain, headache, spine stiffness [23 male]

I have been having neck stiffness, and a headache for months now. MRI report shows some bulging disks, but doctor said they aren't bad, and that my pain isn't coming from them. Recently, when I relax and drop my right shoulder, I'm getting pain. The pain is mainly right under my shoulder blade/scapula area. I've noticed that my range of motion in my right arm isn't as great as the range of motion with my left. The morning headaches are the worst along with the most amount of stiffness; as the day progresses things seem to loosen up.

The last MRI was done 3 months ago. I am taking muscle relaxer, and naproxen.

I am still trying to run, and exercise, but it's getting harder.
