C5-6, C6-7 Fusion Surgery

I am 28 y.o. 7 months ago I started to feel paresthesia (no injury/accident) in my 4th-5th fingers (ring finger and pinky) of my two hands. I have this paresthesia every second since then (24/7). In the first 1.5 months of this feeling, I fell about 1-3 times per day when played football (played once a week, fell when I made an "extreme effort). But after that period, I stopped falling. I went to 2 neurosurgicals who said I need a surgery (one said artificial disc, other said fusion in C5-6 and C6-7 of my cervical spine). Last week I noticed that my fingers are shaking. Except this shaking and the paresthesia I feel alright. I had/have NO pain at all.
Can you please recommend me about an expert neurosurgeon in Europe\North America? Thanks a lot
