Cauda Equina penile numbness?!?! Misdiagnosed?

I got an mri without because i was having low back pain, a pinch feeling in my penis, and pressure on my bladder.
The MRI impression:At the L4-5 level, a focal central disc protrusion and/herniation is minimally encroaching upon the ventral thecal sac. There is no significant spinal canal or Nueral stenosis.

Also there is a bulge at L3 – four level of the intervertebral disc without significant stenosis.

It says the conus medullaris resides at the L1 level. Morphologically, it is normal in appearance. If warranted, additional post contrast imaging may be beneficial.

So, I saw a neurologist who only looked at the MRI for two seconds and said I was fine. I'm worried he might have misdiagnosed me. do i have cauda equina? Why does my bladder feel pressured and my penis feels like it's being pinched and kind of numb. i'm really worried and upset I don't have insurance yet until March I don't know what to do.
