incomplete fusion

I had a level c5-6 and c6-7 fusion 5 years ago and a c4-5 5 years before that. In January of this year, I had C3-4 ACDF and the Dr took off the hardware from the previous fusions but didn't replace it even though the MRI that I had before the surgery as well as the xray after showed the C6-7 was an incomplete fusion. I have had continuous headaches and left arm pain since this last surgery and popping with movement in where I feel is the c6-7 area.

I don't get why he would take off the hardware if it wasn't fused! I have an appointment with him on the 4th of March but wondered if anyone else has had this happen. I want the hardware put back on until it fuses or it fixed!
