Internal scar tissue

My husband had cervical decompression surgery in Feb. 2016.   For the past year, I has had significant (currently, extreme) pain in his neck and between his shoulder blades.  We think it's internal scar tissue, as the doctors have confirmed there is nothing wrong with the hardware.  Has anyone had this issue and found any relief (injections, surgery, etc.)?
