Leg and thigh swelling

Post op 10 months ago. T9 &10. Spinal compression. I feel great except for legs and thigh swelling will not go away. I've tried everything from hot compress, cold compress, leg elevation nothing seems to work. Taking 20 mg of Lasix a day releasing fluid fine but swelling still not going away. 

I am able to stand and walk, however after short time it's really painful. I started going back to the gym to ride the bike a little to help with increase circulation. Went back to the doctor did the ultrasound of the legs, right leg which seems to have the most swelling. They said no DVT. They see  a small cyst behind right knee. Could that make both legs swell? They said it's nothing to be done about that? I'm very frustrated. I want to get back to my normal life. Any suggestions?
