selective nerve block & PT (traction)

I had the injection at the C7 level and I'm no longer having numbness/tingling down my arm! I still have pain, though (at my neck, not my arm). I started PT and they are doing traction. The therapist has been rubbing the knotted muscles across my neck and shoulders which is heavenly. He is very gentle at the time but I am sore the next day, like at the surface (sore to touch). They also sent me home with a Tens machine.
The therapists seem positive about all this but I guess I'm confused. Does this fix the problem or simply improve my quality of life until surgery? I am seeing one of the best Neurosurgeons in my area and he's not "cut happy" but he said I will need the disc replacement surgery. Obviously he knows more than the therapists but the therapists have shed a whole new light on this for me. I will say though that PT twice a week and using this Tens thing everyday (plus traction at home daily as they suggested for the future) just isn't ideal. Is all of this to avoid surgery? Because I am not avoiding surgery. I'm so confused....
