    I've been doing some research and talking to some pharmacists.   Currently, there is no formal federal regulation that controls the supply number  of narcotics that can be prescribed at one time.

    In 1934, the Federal government issued  a Uniform State Narcotic Drug Act  that was suppose to regulate how each state managed the distribution of narcotics.  Only 9 states adapted this act.   Most control is regulated by each state and at times at a local level.  This has slowly been changing, but there still is no one formal mandate.

    State limits for Schedule II narcotics

    23 No more than 34 day supply can be written at one time
    5   From 1 day to 31 days
    2   No more than for up to 72 hours

    I could not find anywere in which any state could approve the prescription supply of narcotics for more than 35 days.
    Almost all of the states limit Schedule III , IV and V to 90 days
