Surgery on C2-3

On 2-23-13 I had a car accident in which resulted in a broken neck at the C2-3. Since then I have had pain in my neck and upper back areas. I recently went to the hospital and had a cat scan done and the report said I have Post-operative changes in the ACDF of the C3-4. Can anyone tell me what this means? I have been experiencing numbness in my arms and legs and it is very frightening. I have no insurance to be able to see a doctor for this so any help would be appreciated.
