Is PCIP a legit insurance plan?

I need health insurance now that I am off my lawyer's lien that covered my medical bills and the only insurance that looks like they will take pre existing conditions is http://www.pciplan.com/index.html but I cannot find anything or anyone that says whether or not this is real. They also have a .gov webpage so it has to be real right? If not then I will have to wait until 2014 to get my 2nd ACDF surgery done and will have to just swallow pills until then. :(
