Epidural Steroid Injection Location Question

On Wednesday I had the first of three injections to treat pain in my neck. The predominant finding is a disc bulge at C5-C6. After the injection, I noticed that the injection site was lower than I thought it would have been. To me, it looks like the injection was in the thoracic area, about T2-T3.

I called my doctor's office to ask about the location, and the nurse said something about the doctor injecting lower and moving up. It really sounded like she was making stuff up. I'm not sure I believe what she told me, and I wanted to ask on these forums to see if anyone else has had this type of experience. To me, C5-C6 is in my neck, not between my shoulders. Am I missing something?

I will be getting a second opinion as soon as I find another doctor. But for now, I am cancelling the other two scheduled injections.
